FreeMED Billing has at its core an XML Programming language that compiles to Perl code. Someday it be a compiler written in Perl that compiles to python... But that is not for today.

Why was the FreeMED Billing Project Spun off from FreeMED?

Two Reasons.
1. It became apparent that PHP could not handle the low level printer, fax and modem control to the degree that will be required for a really good billing system. Perls CPAN collection makes too many things easy. Perl is a high level programming language but is also designed to work with low level text munging. Its perfect for this application.

2. Both OSCAR, TORCH and GNUMED have expressed interest in having a really good billing system. Making it a meta project makes sense for everybody. What I would really like is for it to someday work like OpenSSH... A good implementation that everybody uses. That is in the spirit of Free Software.

Scheduling
The appointment scheduling Add-on is one of the most powerful in the industry with one of the best graphical user interfaces. This scheduler allows you to establish different resources by three different types: practitioner, equipment, and room.

You may establish an unlimited number of appointment books, all accessible at any time. Each book is established with time increments for scheduling purposes (i.e. every 15 minutes, every 30 minutes, etc.). You may also designate how many over books (if any) that are allowed in each resource time cell.

An unlimited number of tasks may be built, each corresponding with the resources that may be booked for that task. For example, you may establish an office visit task that may be available for either Dr. Jones or Dr. Smith. An additional task of therapy may be established for room 4. The task may also span multiple time slots with multiple resources. For example, a surgery task may require Dr. Jones for 30 minutes, the laser equipment for 30 minutes, and room 4 for 30 minutes. Each task may also be color coded for easily recognizable task coordination.

Several different views are easily available. The Scheduling View shows the appointment book with the booked appointments and the available cells. You may elect either to show all resources or show only practitioners, equipment, or rooms. A One Year calendar may also be displayed for easy of future scheduling.

You may easily change the date of the book by selecting (via mouse click) the desired date from the calendar that is always available. The book is periodically queried for no-shows. When time has passed for a particular appointment and the patient has not signed-in, then the appointment is displayed in red indicating a no-show.

Inquiries
Several different inquiries are always available for the appointment book or the patients. The Scheduler inquiries show cancellations, no-shows, or walk-ins. A walk-in is any patient that is signed-in without a prior appointment.

The inquiries by patient show the same information specific to a particular patient. In addition, all future appointments for the patient are displayed. When displayed, the appointment also list the task associated with the booking. You may also cancel or delete any active appointment from the inquiry screen.

Resource inquiries show all booked and available times for a particular resource also showing the booked task. Within the Resource inquiry, a weekly view may also be displayed. The weekly view allows an entire weeks worth of tasks and appointments to be displayed within a single window. For more detail, a day within the weekly view may be selected and the daily view will show each patient, their appointment time, and their task.

Appointment Booking
The
actual booking of appointments is extremely fast and easy. Once the desired date is displayed for the book, click on the appropriate resource/time cell. A window will be displayed allowing you to select the patient and the task.

At this time you may also enter a descriptive message concerning the appointment. This message is always available for inquiry at a later date. This message is also displayed when the patient is signed-in; thus, this becomes an extremely beneficial tool for inter-office communication concerning the patient and appointment.

You may also change appointment times once they are booked by dragging the appointment from the active cell to an additional cell.

Find Available Appointment
Sometimes finding an open slot for a future appointment date can be difficult. Coordinating the patients schedule with the doctors available openings often requires much more energy than should be required! Relax, with the powerful Find Available Appointment feature, coordinating the doctors schedule with the patients is a snap. The Find Available Appointment feature is presented in a wizard format. This makes the chore of setting up your search criteria a breeze.

Cluster Booking

An important consequence of an internet-based office record is the ability to easily and quickly share your patient’s record with referring physicians and consultants. With several different people in an office all looking for the same file that was inadvertently placed in the closet or left at the doctor’s home, the efficiency of an office is hindered and less work gets done. IMPACT.MD can be used to find, research, or change any patient’s chart from one or multiple PC stations in an office. And there’s even an option that allows remote access to data -- for example by a doctor working from home. Make Chart Setting up a new chart is as easy as a point and a click. Each new chart is sequentially numbered for ultimate control and accuracy. The standardized patient identification screen minimizes human error. Once the patient’s information is entered, the chart is set up with main and sub-folders, and is ready to receive documents.


Scan IMPACT.MD’s scanning capability is the core technology of the program, and one of its most important time and cost saving features. To file a document into a patient’s chart, simply place the document in the scanner, select the desired folder and click the Scan icon. Or, scan an entire chart into the archive folder, and then sort into appropriate sub-files(see “filer” feature). The document is viewable as it is scanned and immediately accessible by authorized users. Practically any document, including insurance cards, can be scanned into the system - regardless of size and color. Even two-sided documents can be scanned, provided the scanner supports duplexing. Search Accessing patient information or documents can be done by simply entering the patient’s name, Social Security Number or other identifying data from the Search icon. Patient files are located instantly, eliminating frantic searches for lost charts.


Filer Filer is used to rapidly sort bulk-scanned documents into the appropriate files. Documents are then easily located and retrieved for maximum efficiency. It’s easy to determine if a file has documents inside: empty files are dark and those that contain documents are illuminated. The user can quickly “thumb” through all the contents of a file with the click of the mouse on backward and forward arrow icons. In and Out Baskets The In and Out Baskets feature is a powerful communication tool for busy medical professionals. It allows authorized users to forward electronic copies of lab results, transcriptions and other documents to other system users. It is also used by physicians to sign off on transcription notes or add personal comments... all with just a few additional keystrokes.


Filing Cabinets The feature can eliminate bulky metal file cabinets from your office by moving patient files to your desktop. One important use of File Cabinets can be the management and storage of Explanation of Benefits (EOB) forms. Manually filing EOB’s takes considerable time and space. Utilizing this feature, EOB’s are scanned, stored and retrieved in seconds. The forms can then be e-mailed or faxed to insurance providers directly from the desktop, eliminating the time-consuming tasks of manually retrieving, photocopying, faxing and re-filing forms. MiniCharts The MiniChart function can directly impact patient care and satisfaction by allowing the physician to concentrate on the patient instead of searching through lengthy files while the patient waits. A customized version of a patient’s chart, the MiniChart allows a physician to see only the documents he or she needs - the most recent lab work, x-rays, progress notes and prescription information.


Those documents are easily accessed prior to the appointment for review by the physician. Check-Out Utilizing Check-Out, a physician can travel with patient files at his or her convenience. Other system users can still access the charts while the physician is away. Open Source Software is computer software that is made available free of restrictions on use or modificiation, and at no cost, to anyone who wants it.


The developers of free software get satisfaction by providing a service to other people. This is the philosophical basis for the SQL Clinic Project.


SQL Clinic Developers design software for the non-profit sector, in particular, social service agencies that serve persons in need. We design Open Source, or Free, Software because we feel the idea of "intellectual property" has no place in the public sector. "Intellectual Property" fosters competition over cooperation. We feel that cooperation, more than competition, benefits software with a social service mission.


We believe that intellectual products are really social products as they are composed of ideas. This is particularly true when the intellectual products are sponsored by public monies (as is the case for SQL Clinic). Publicly funded entities that develop software have a moral obligation to share any "intellectual property" that might benefit society. In a sense publicly funded property is really "community property". Thus we feel it is our responsibility to contribute our ideas to the database of human knowledge and to disseminate that knowledge, whenever and wherever possible, particularly if it might help alleviate suffering.

SQL Clinic is a Web Application, and is designed to run on Netscape Versions 6.0+ and Internet Explorer 5.0+. Use of Netscape/Mozilla is recommended. SQL Clinic menues and forms function just like web pages, and navigating SQL Clinic should seem easy if you are accustomed to using a web browser. For example, clicking the Browser’s "Back" button will take you back one page, clicking the "Forward" or "Next" button will take you forward a page. Clicking a "link" will take you to another page. Links are usually blue and underlined (if not previously visited), or purple and underlined if previously visited. (Note: The color of the links can vary, depending on your browser, operating system, and other factors. Double-clicking links is not necessary).

For your convenience, it is recommended that you set SQL Clinic’s homepage to your Browser’s Homepage. To do so in Netscape, click Edit -> Preferences. Netscape’s preference panel will pop up on the screen. Under the section "Homepage", there is a field to enter the Location of the page. Type the address to SQL Clinic’s homepage, which should be the server’s web address on which SQL Clinic is running, optionally followed by a forward slash (/). The address should be prefixed with "http://" (Hyper Text Transport Protocol), or "https://" if it is running on a secure server (necessary for HIPAA compliance). When you are finished, click "OK". If SQL Clinic is set to your homepage, SQL Clinic will "load" as soon as the browser is open, and returning to the homepage is as simple as clicking the Home Icon on your browser.


It is difficult to get lost in SQL Clinic. The Main Menu has a Site Search feature, which makes finding what you are looking for a breeze. For instance, to find Agency Unit Logs, type "logs" into the Search field on the Main Menu, then click the button "Search". A list of all matches will subsequently appear. In addition to the Site Search, there is also a comprehensive Site Map available, which displays links to all submenues and individual pages. To access the Site Map, go to the Main Menu, and click on the third link from the top, just under Site and Patient Search.


Finding your way back to the Main Menu is simple. Each page has a link on the bottom of the page which looks like this: Return to Main Menu. Also if you have SQL Clinic set as your homepage, clicking your browser’s Home Icon will always take you back to Clinic’s Homepage. Here you will find links to the Main Menu, Log In, and Log Out Screens.


Whenever you are queried to enter information into a form field, click within the field so that the cursor is blinking within the field. Then start typing. To move from field to field, hit the TAB button, or click in the subsequent field.


Often, similar data needs to be entered in multiple places in SQL Clinic. Rather than retyping data which you have previosuly entered, you can copy and paste text into and out of any form fields. To copy text, simply highlight the text by clicking and dragging the mouse over the text. Then press Ctrl+C (or select Edit -> Copy on your Browser, or Right Click and select "Copy"). To paste the text, click in the field where you wish to paste the text, then press Ctrl+V (or select Edit -> Paste on your Browser, or Right Click and select "Paste").
